Preserving Preston’s Heritage – Building Watchlists

To make our monitoring work transparent and consistent, we have developed a system of heritage watchlists. These allow us to highlight different levels of concern and interest across Preston’s historic buildings.

🔴 Red List – At Risk
Our highest priority register. This identifies the buildings we consider to be most at risk of serious harm or loss.

  • A Top 10 is drawn from within this list, representing the cases of greatest urgency.
  • These are the buildings where awareness, action, and support are most urgently needed.

🟠 Amber List – Under Watch
This list highlights buildings that may not yet be in immediate danger, but which show signs of neglect or vulnerability.

  • These are the ones we are keeping an eye on, ready to raise concern if their condition worsens.

📜 Local List – Valued but Not Statutorily Listed
Not every building of local significance appears on the National Heritage List for England (NHLE).

  • This register will capture unlisted buildings of local importance, whether for their architecture, history, or community value.
  • Preston City Council has agreed to work with us in collating this Local List and in exploring ways to strengthen protection, such as through Conservation Areas or defined Heritage Zones.

This framework allows us to:

  • Prioritise resources and campaigns.
  • Recognise different levels of heritage significance.
  • Encourage constructive dialogue with the council, developers, and the wider community.
